Background


UN Women will be recruiting a national expert to work in a team of four national experts in assisting MSWY in drafting, consultation and costing of the new NSGE-GBV&DV 2016-2020 and its plan, as well as assisting Ministry of Finance in training and coaching line ministries specialists for integration of gender principles in budgetary programme across-sectors.

The overall objective of the national consultant for the costing of the new National Strategy and its Action Plan on Gender Equality and Eradication of Gender based Violence and Domestic Violence (NSGE-GBV-DV 2016-2020).

 

Requirements


- Advanced University degree, preferably in Business Administration, Tourism, Marketing and/or other relevant fields;

- Advanced degree in economics, finance, public policies, or related discipline.

Over 5 years of national development experience with a particular emphasis on gender responsive budgeting and gender mainstreaming in national
  policies, strategic planning and  monitoring public policies;

- Substantive knowledge of Albanian fiscal legislation, costing legislation and policies on social rights and equality, international and national commitments in this regard;

- Substantive knowledge of Albanian finance management system, legislation, and policies on social rights and equality, international and national commitments in this regards;
  familiarity with legal framework related to human rights would be an asset;

- Experience with similar/related assignments in Albania and/or neighbouring countries is an asset;

- Excellent skills and experience in facilitating training and coaching sessions;

- Ability to work and adapt to a dynamic working environment, judgment, results-orientation, and ability to perform under pressure.

Proficiency in written and spoken English and Albanian, including gender and policy terminology and excellent drafting and presentation skills.

 

Responsibilities


- Conduct desk review of related information such as the assessment report of the NSGE-GBV&DV 2011-2015, the costing report of the previous
  strategy, UPR recommendations, CEDAW 4th periodic report and list of issues, SDGs and the gender-related targets, MTBP related
  documentation and other analyses and reports to be provided by UN Women and MSWY;

- Support drafting of the new strategy and its action plan and identify potential economic and fiscal links and synergies for the implementation of
  the Strategy in the next five years;

- Assist the inter-ministerial working group during the consultative meetings with key actors/stakeholders involved in the process;

- Using practices of costing exercise for other sectoral and cross-sectoral strategies, develop a costing methodology of the Strategy;

- Conduct bilateral meetings with line Ministries and other institutions/actors including the UN and key development partners to consult and then
  validate proposed costings;

- Produce a detailed costing plan with specific financial targets, timelines for the implementation of the Strategy, including recommendations on
  the steps to be followed as to ensure government and donor resource allocation;

- Guide across sector MTBP expenditures and investment plans of all line ministries based on the costing analysis of the new Strategy;

- Conduct a series of tailored trainings and coaching for public officials, planning and budgeting specialist of all line ministries in the context of
  the medium-term budgeting programme (MTBP) 2017-2019 to ensure that costing of the Strategy is aligned with gender specific objectives,
  outputs, products and financial target allocation across sectors programmes and policies;

- Prepare and deliver presentations on the costing work when requested by MSWY and UN Women;

- Prepare a detailed final report on the process followed and its outcomes, findings and recommendations in English and Albanian.
