Background
This project that is funded by the European Union and aims to further improve the social inclusion of most vulnerable communities consisting of Roma and Egyptians in Albania, with focus in the regions of Tirana, Durrës, Shkodra and Berat. The project’s purpose is to promote the economic and social empowerment of Roma and Egyptian communities in Albania by standardizing an innovative and integrated new approach at the policy and programming level and to provide integrated social inclusion models at sub-national level focusing in the regions of Tirana, Durrës, Shkodra and Berat.
The Civil Engineer will work under the direct supervision of UNDP Project Manager and in close cooperation with the Local Coordinators based in Tirana, Durres, Shkodra and Berat. The Civil Engineer will support the identification and construction of community upgrading infrastructure projects through the provision of engineering expertise.
Requirements
- Graduate degree in Civil engineering;
- At least 10 years of experience in working with community upgrading infrastructure projects;
- Practical experience of working with local administrations or elected authorities for planning and management of infrastructure projects;
- Proven skills and field experience in participatory planning, especially involving vulnerable groups;
- Proven experience in preparation and controlling of bidding documents;
- Proven experience in project development in local communities, involving the poor and vulnerable individuals/groups;
- Previous experience/familiarity with UNDP and/or other UN agencies is an asset.
- Excellent spoken and written Albanian and English languages;
- Knowledge of Romani will be an additional asset, but not a requirement;
- Proven abilities in computer programmes.
Responsibilities
Reporting to the Project Manager, the Civil Engineer will be based in Tirana and will be responsible for taking all required actions and ensuring timely and quality delivery of the community upgrading infrastructure component of the Project.
In particular, the Civil Engineer will be responsible for:
- Cooperating with the Municipality’s technical staff in designing and implementing the community upgrading infrastructure projects identified by
local communities;
- Reviewing with the Project Manager the designs/schematics to ensure that international safety standards are adhered to;
- Visiting the project sites as and when necessary and providing technical reports on the progress of works;
- Undertaking quality assurance and monitoring of contractors during construction phase to ensure that plans are followed and safe
infrastructure is being built;
- Ensuring quality of construction is maintained according to the specifications as included in the bidding documents;
- Assisting Project Manager and Project Staff in the implementation of activities related to the construction of infrastructure projects, e.g.
preparation of evaluation criteria for short-listing of construction companies, provide assistance during tendering and procurement processes;
- Ensuring that procurement specifications follow UNDP and project established format;
- Providing technical opinion in the evaluation of the contracts award to construction companies;
- Performing other duties as and when required.
