Contract description
The objective is to continue supporting the development of the penitentiary and probation systems in Georgia with special regard to the protection of human rights, enhanced security, infrastructural developments, staff's capacities and management, prisoners' classification and database, individual sentence planning, re-socialization and rehabilitation programmes, specific treatment of juvenile offenders, conditional release (parole), fair treatment of victims, as well as enhancement of the probation services. The aim of the technical assistance project is to work with the judicial governance body, i.e. the High Council of Justice, the Supreme Court and all other levels of courts to further promote independence, enhance professionalism and efficiency of the judiciary with the aim to ensure access to justice and ensure the right to fair trial. It shall concentrate on the following priorities: functional (individual) and structural (institutional) independence of judges/the judiciary through improved strategic planning, research and analytical capabilities, application of modern financial and human resources management methodologies, enhanced qualification, improved governance and management, ethics and discipline, promoting restorative justice, promoting more systemic application of international conventions /treaties and the ECtHR Case Law, improved communication and increased public confidence. The project shall provide high level policy advice. Series of trainings, workshops, study visits, assessments and surveys shall be carried out to meet the project objectives. The project shall ensure synergies and cooperation with other EU actions in the justice sector.

Eligibility
Participation is open to all natural persons who are nationals of and legal persons (participating either individually or in a grouping – consortium - of tenderers) which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 29 below). Participation is also open to international organisations.
