Background Max. Grant amount: EUR 500.000
The IPA Civil Society Facility (CSF), introduced for the first time in 20081, has proven to be a powerful means to strengthen, through the civil society, the participatory democracies and freedom of media in the Western Balkans and Turkey. Thus, the need for continuous political and financial engagement with civil society in the enlargement countries is identified in the priorities of the IPA 2 Multi-Country Civil Society Facility & Media Programme 2014-20152. These priorities are largely reflecting the DG Enlargement Guidelines for EU support to civil society in enlargement countries 2014-20203. The guidelines translate the political objectives of the European Commission as indicated in the IPA Multi-Country Indicative Strategy Paper4 and in the Enlargement package into a concrete "results' framework" containing the outcomes to be achieved in the next financing period as well as the indicators to monitor them.
Size of grants
Any grant requested under each of the priorities must fall between the following minimum and maximum amounts:
- minimum amount: EUR 200.000
- maximum amount: EUR 500.000
Eligibility
In order to be eligible for a grant, the lead applicant must:
- be a legal person registered at least two years before the call is launched
- be non-profit-making
- be a specific type of organisation such as: civil society organisations i.e. organisations considered as non-state, non-profit making actors
operating on an independent and accountable basis. They include: non-governmental organisations, professional associations, employers'
associations and trade unions (social partners), chambers of commerce, universities and any other non-governmental associations and
independent foundations
- be established in former Yugoslav Republic of Macedonia or a in Member State of the European Union or countries that are beneficiaries
of the IPA instrument
- be registered or accredited in the former Yugoslav Republic of Macedonia at the latest on the deadline for submission of the concept notes
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
intermediary and
- be experienced and able to demonstrate their capacity to manage larger scale activities corresponding to the size and type of the project
for which a grant is being requested.
