Background
A well-functioning, effective, efficient, and de-politicized administration is a fundamental need for democratic governance. With Kosovo’s new momentum towards the European Integration through signing of the Stabilization and Association Agreement (SAA), there is a renewed effort on the reform and modernization of public administration. The Public Administration Reform in Kosovo is a continuous process which includes changes to the legal and organization structure of central and local administration, personnel management, capacity development, results based management, as well as regulatory reforms.
Responsibilities
- Provide advice and technical support on the implementation of the Modernization of Public Administration Strategy and Action Plan
- Draft reports and analysis on the implementation of strategic documents related to PAR processes
- Support the development of systems and mechanisms for monitoring and evaluation of policy implementation
- Share acquired knowledge and expertise, and discuss lessons learned within the MPA
- Assist the DPAR on strengthening the strategic partnerships and resource mobilization efforts
Requirements
- Master’s Degree or equivalent in Administrative Law, Public Administration, and/or Developmental Studies
- At least 10 years of relevant professional experience as per TOR
- Excellent knowledge of written and spoken English and Albanian language; knowledge of Serbian Language would be an asset
