The European Instrument for Democracy and Human Rights – Country Based Support Scheme (CBSS) is a long-established element of the European Union's human rights and democracy policy under its external action. It offers independence of action, allowing for the delivery of assistance in principle without the need for government consent, which is a critical feature of cooperation with civil society organisations at national level, especially in the sensitive areas of democracy and human rights. The EIDHR builds on the work being done with and through civil society organisations aimed at defending the fundamental freedoms which form the basis for all democratic processes and helping civil society to become an effective force for political reform and defence of human rights. Kosovo was for the first time eligible for the country-based support scheme under the EIDHR 2007. Since then, over 43 grants have been awarded to support human rights initiatives of civil society organisations in Kosovo.
Size of grants
Any grant requested under this call for proposals must fall between the following [minimum and] maximum amounts:
Grants under Lot I:
- minimum amount: EUR 125.000
- maximum amount: EUR 300.000
Grants under Lot II:
- minimum amount: EUR 110.000
- maximum amount: EUR 250.000
Grants under Lot III:
- minimum amount: EUR 110.000
- maximum amount: EUR 250.000
Grants under Lot IV:
- minimum amount: EUR 75.000
- maximum amount: EUR 250.000
Eligibility
In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation
- be established in a Member State of the European Union or in a countries covered by Article 19 of IPA regulation
- be registered in Kosovo and to use management and financial capacities of the office based in Kosovo and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
intermediary and have a proven background and a minimum of 1 year of experience within the last 3 years in the field of the application
