Background
The European Commission developed the Guidelines to support media freedom and media integrity in enlargement countries in the period 2014-2020. This strategic approach is supported by financial and technical assistance through the Instrument for Pre-accession Assistance that will address three overarching areas: the enabling environment for free expression and media; strengthening journalists and media professionals as the key drivers of the needed change; helping media outlets improve their internal governance, thus making them more resilient against external pressures and restoring audience’s confidence in them.
However there are concerns about deteriorating conditions for the full exercise of freedom of expression and growing trend of self-censorship which affect the development of professional and investigative journalism.
Size of grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 75.000
- maximum amount: EUR 125.000.
Eligibility
In order to be eligible for a grant, the lead applicant must:
- be a legal person established in Montenegro
- be either a media (print media, electronic media (radio or TV) including public broadcasters, on-line media, media production company),
- or a media professional association
- or a media training organisation
- or a journalist association
- or a civil society organisation and
- be registered as a legal entity for a minimum of two years and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
