Background

Liberalisation and facilitation of trade among the CEFTA Parties, beneficiaries of this Call for Proposals, and their integration in the EU single market continue to be a key priority in the enlargement agenda. Since trade in goods is almost fully liberalised in the Region through eliminating tariffs, major issues on the agenda of the Central European Free Trade Agreement include trade facilitation and reduction and eventual removal of Non-Tariff Measures to Trade (NTMs). CEFTA Parties are still maintaining a set of measures distorting access to markets (norms and/their practical implementation). According to different studies and CEFTA Market Access Barriers Database, trading with Western Balkans requires more documents and a higher number of samples and physical controls in all clearance stages than trading with EU Member States, also for traders which have always been fully compliant with existing rules and procedures. This makes trade in the Region more time consuming and expensive.

Size of grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
  - minimum amount: EUR 2.800.000
  - maximum amount: EUR 3.000.000.

Eligibility

In order to be eligible for a grant, the lead applicant must:
  - be a legal person
  - be established in  a Member State of the European Union
  - be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
    intermediary 
  - be a national public sector bodies or legal entities governed by private law with a public service mission.
