Contract description
With the creation of the Neighbourhood Civil Society Facility in 2011, EU funding for civil society organisations (CSOs) in the Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) increased dramatically. A significant number of regional (i.e. involving several countries) and bilateral projects were supported throughout the region. Additionally, with an increased use of sub-granting, it has become even more difficult to encourage synergies between the numerous activities carried out by the various grantees and sub-grantees. This Regional Technical Assistance project will act as an integrator and capitalisation centre, creating synergies between the various EU-funded bilateral and regional initiatives for civil society organisations in the Eastern Partnership countries (particularly those projects funded since the creation of the Neighbourhood Civil Society Facility in 2011). The Regional Technical Assistance should contribute to the replication and sustainability of the results of various EU-funded civil society projects. The overall objective of this action is to strengthen and promote civil society's role in reforms and democratic changes taking place in the Eastern Neighbourhood.
Budget
Maximum budget: EUR 4.260.000.
Eligibility
Participation is open to all natural persons who are nationals of and legal persons (participating either individually or in a grouping – consortium - of tenderers) which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) N°236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR) for the applicable Instrument under which the contract is financed (see also heading 29 below) . Participation is also open to international organisations.
