Background:
The organization for Security and Co-operation in Europe (OSCE) is currently seeking applications from the eligible applicants for the post of Senior Community Policing Officer in Vushtrri, Kosovo.
Responsibilities
The Senior Community Policing Officer will perform the following functions:
- Represent the Department in all forums related to community policing to ensure co-operation, communication and implementation of the best practice on community safety initiatives throughout Kosovo.
- Provide oversight and guidance to the CSDS Team as they provide capacity-building and advisory support to Kosovo Community Safety Forums (CSFs) to include: preparing and facilitating regular field visits and community meetings.
- Implement the field activities to include conducting informal interviews and discussions with municipal, police and community leaders to assess current community conditions, attitudes, and relationships relating to police and readiness for community policing.
- Build community policing capacity for mid-level ranking police officers by means of developing and delivering training courses on community oriented policing and problem solving and increasing their awareness of the existing community safety forums and assisting them in making connections and partnerships with these forums.
- Develop, monitor and/or modify Community Safety courses to build sustainability for the various community safety forums in order to ensure their continued development and capacity to conduct professional training to various audiences.
- Liaise closely with the responsible counterparts in OSCE Secretariat in Vienna and neighbouring OSCE field missions as well as local and international stakeholders.
Requirements and Experience
- University education in a field related to security and safety matters or evidence of specialized training or proven experience in law enforcement, security and safety matters in a civilian or military environment.
- Advanced degree in a relevant field.
- Minimum 6 years of relevant professional experience.
- Proven experience in the implementation and management of community policing and community safety training courses for capacity-building purposes and evaluation of their effectiveness.
- Clear understanding of International Human Rights standards together with their implications, with regards to public security and safety operations and development.
- Proven experience in project management (planning, designing, budgeting, management and evaluation).
- Previous liaison experience with non-law enforcement organizations (e.g. local and/or central government, social service bodies, and non- governmental organizations).
- Practical experience and/or working knowledge of the OSCE, UN, NATO, and EU, law enforcement mechanisms and local institutions.
- Previous experience working in a capacity-building role in South Eastern Europe.
- Ability to operate Windows applications, including word processing and email.
- Professional fluency in the English language, both oral and written.
