Required Skills and Experience:

Criteria 1. Specific area of expertise required:

  - Minimum work experience 12 years
  - Extensive experience in VNFIL policy implementation and monitoring
  - Extensive experience in designing methodology documents and guidelines on VNFIL, adult learning
  - Experience in relevant EU policy projects and networks (adult learning, VNFIL, ECVET, quality assurance)
  - Knowledge of the relevant EU policy framework (VNFIL, EQF, ECVET, EQAVET, Bologna process, amongst others)

Demonstrated by list of relevant projects and publications; experience in relevant functions.
 
Criteria 2. Country specific knowledge and experience:

  - Extensive experience in lifelong learning, adult education policy implementation in the EU and its Member States
  - Experience in the enlargement countries and / or Eastern Europe transition countries

Demonstrated by list of relevant projects and publications; experience in relevant functions.

Criteria 3. Drafting and presentation skills:

  - Proven experience in drafting analytical reports with special focus on synthetic presentation of key findings, data tables, graphs.
  - Good communication and training skills

Demonstrated by list of relevant projects, training and workshops, experience in relevant functions.

Criteria 4. Language skills:

  - English (very good written and spoken)

Assets:

Experience in the Western Balkan countries in relevant assignment and thematic domains
