Background
The purpose of this Project will be to increase investments in energy efficiency in buildings through significantly scaling-up investment in EE public building retrofits in Albania - the retrofits include thermal cladding of outer walls, window replacement, roof insulation and the use of thermostatic valves with hydraulic balancing, energy efficient lighting, efficient fuel switching (fossil to solar and biomass), air conditioning efficiency increase, as well as efficiency increase of energy use in public utilities (like water utility, etc.) and public transport.
Responsibilities
- Work with national consultant(s) and partners to obtain baseline information and prepare background analysis;
- Formulate project strategy and prepare GCF Funding Proposal in line with GCF template and respective guidance;
- Prepare Terms Sheet for signature with the preferred financial partner for the GCF proposal and discuss the proposed term sheet with the
financial partner(s);
- Prepare UNDP-GCF project document, including all annexes in line with respective UNDP requirements and guidelines (UNDP Project
Document).
- Revise and finalize the UNDP-GCF project document based on all inputs, comments, feedback and GCF comments with the ultimate goal of
securing the approval of the GCF Board of the full project.
Required Skills and Experience
- University degree (as minimum Master’s degree or equivalent) in economics, finance, energy and/or environmental economics, or related
discipline.
- Proven experience with designing investment and technical assistance projects and programs in the area of energy efficiency in building
sector for the international development agencies and/or IFIs.
- Minimum 10 years of working experience in the field of energy efficiency, preferably in the building sector
- Working experience in CIS-countries with energy efficiency, housing and utilities infrastructure;
- Good knowledge of both written and spoken English
