Background
The Assistant Legal Expert (further in the text – ALE) will provide assistance to the Lead Legal Expert in drafting relevant climate change related pieces of legislation, as per needs/plans specified within the National Approximation Strategy. In addition, he/she will support Lead Expert in providing legal expertise to the Directorate for Climate Change within the Ministry of Sustainable Development and Tourism, over specific climate change related legal matters, as well as in preparing the consultative processes during preparation of the draft pieces of legislation.
Responsibilities
- Provide support to the Lead Expert in drafting specific pieces of legislation, as defined in the National Approximation Strategy.
- The consultant will be in charge of providing continued assistance to the lead expert, including: desk research, analysis, data collection etc., in
order for the lead expert to be able to deliver legal expertise and advise to the Directorate for Climate Change, as well as to the UNDP
Programme Manager and the Project Management Board.
- The ALE will be in charge of providing support specifically in aligning/transposing EU Regulations and Directives within the national
legislation.
Required Skills and Experience
- University degree in law; An advanced degree desirable.
- Minimum 1 year of experience in preparation of various reports and assessments on legal matters etc;
- Specific experience in environment related legislation and knowledge of climate change legislation will be considered as an asset;
- Knowledge of the United Nations Framework for Climate Change (UNFCCC) and Paris Agreement would be an advantage;
- Experience in policy/regulatory/legal assessments.
- Fluency in English with good writing and communication skills.
