Responsibilities
The Country Representative for Kosovo will have responsibility for managing the implementation of WFD’s programme in the country. This will include managing the full programme cycle from inception through to final evaluation. The post-holder will provide day-to-day leadership to the in-country Programme Management Unit and oversee the programme’s staff, budget and monitoring and evaluation; they will have the demonstrated ability to, in time, become the Senior Responsible Officer for Kosovo programme. The Country Representative will also have responsibility for relevant experts deployed on short and long-term assignments in support of the programme.
This is a high profile programme for WFD and the Country Representative will play a central role in stakeholder management with partners including political parties, the donor community and others. The successful candidate will have exceptional political analysis and a background of supporting democratic development and good governance in complex environments. They will have a solid grounding in Kosovo’s political economy and excellent knowledge and contacts with the country’s political parties while maintaining strict political neutrality.
Requirements
- Educated to Master’s Degree level in a relevant discipline such as political science, law, social development, public administration or
international relations
- Exceptional knowledge of the political environment of Kosovo with an established network of relevant contacts in political parties and
other actors
- At least 3 years’ experience of democracy and good governance development programming in a complex and sensitive political environment
- Excellent spoken and written English and local languages
