Background
The specific objective of the stream "Mayors for Economic Growth" is to support the local authortities in the EaP countries to become active facilitators for economic growth and job creation in the region. The project will encourage and support LAs in EaP countries to design and implement Local Economic Development Plans (LEDPs) and strengthen the technical skills and capacities of local authortities to implement economic strategies in line with the principles of good governance and sound financial management.
Responsibilities
The team leader (KE) is the final responsible for what concerns the implementation of this contract. He/she shall be the one organizing and managing the team of non-key experts and its activities. He/she shall be in daily contact with the other members of the team. S/he plans, monitors and reports on the project activities. He/she is in weekly contact with the European Commission services. He/she will be in charge of ensuring that a system of quality control is put in place and the timely delivery of the highest quality results.
Required Skills and Experience
- Master-level degree in Economics, Law, Business Administration, Public Administration or other relevant field;
- Fluency in English ( oral and written) is essential; a good working knowledge of Russian is an asset;
- Minimum 10 years of professional experience in leading international and/or EU co-operation project teams;
- Proven experience in running high profile projects, managing and motivate multicultural teams.
- Proven experience in writing analytical reports and/or technical papers.
- Minimum 5 years professional experience in local governance issues including experience working within a ENP/Western Balkans/Turkey/EU
Local Authorities, as well as demonstrated ability for fruitful dialogue and cooperation with various stakeholders, including from the NGOs
community;
- Proven experience of the economic development in the ENP/Western Balkans/Turkey/EU (policies, business climate, major issues and
challenges, legal framework and institutional setup);
