Background

Under the supervision of the Head of Rule of Law of the Human Dimension Department (HDD), the Legal Adviser, Major Crimes and Legal Reform will be responsible for providing targeted advice to the Department on issues concerning legal reform needs of the criminal justice system, particularly with regards to the ability of the courts system to address major crimes. A particular focus will be on the effective prosecution of corruption, terrorism and hate crimes.

Responsibilities 

  - Monitoring, analyzing and reporting on the state of the criminal justice system in Bosnia and Herzegovina, particularly in relation to the
    Department´s justice sector monitoring activities, legal and structural reforms as they relate to the prosecution of corruption, terrorism and
    hate crimes;

  - Providing advice and assistance to justice actors throughout Bosnia and Herzegovina in the area of processing cases of corruption, terrorism
    and hate crimes;

  - Providing advice to the Head of Rule of Law, Management of the Department and the field staff on criminal law, especially in relation to justice
    sector reform;

  - Ensuring the accurate gathering and flow of information, particularly in the spotting of key issues arising within trials, as reported by field
    monitors;

  - Contributing to drafting of other documents and submissions on behalf of the HDD;


Required Skills and Experience


  - Minimum 6 years of relevant professional experience

  - University degree in law or related field;

  - Minimum 6 years of relevant professional experience, of which at least 3 spent working in the field of criminal justice or human rights either as
    a practitioner or as an advisor for an international organization;

  - Sound knowledge of criminal law and of the European Convention on Human Rights;

  - Experience in supporting domestic institutions in the prosecution of corruption, terrorism or hate crimes is an asset;

  - Knowledge of Bosnia and Herzegovina and the conflict and its consequences;

  - Professional fluency in written and spoken English;
