Background
The objective of the assignment is to support four new line Ministries in the preparation of Gender Budget Statements in line with the Government Methodology on GRB. The local consultant will extend mentoring and capacity building support in the process of preparation, programme selection, development of gender analyses and design of indicators. S/he will closely coordinate these activities with the Department for Equal Opportunities at the MLSP.
Responsibilities
- Designing and delivering one training in the area of gender responsive policy planning and budgeting to strengthen the capacities of relevant
officials from the four line Ministries;
- Mentoring the four Ministries in the implementing GRB for selected programmes for 2017. Specifically, carrying out GRB analysis of selected
programs, developing output indicators and drafting Gender Budget Statements in line with the Methodology for GRB;
- Writing a final report on the assignment with recommendations for UN Women.
Required Skills and Experience
- University degree in public policy, development studies, gender studies, or similar. Masters degree will be considered an advantage.
- A minimum of 5 years of professional experience with the promotion of gender equality at central level and the development of gender
equality programmes, policies, strategies;
- Recognized expertise in gender responsive budgeting, gender and governance, or similar fields;
- Experience in producing reports, analysis and mentoring public institutions in the gender field;
- Strong analytical, writing and communication skills in Macedonian and English;
