Background
The EU-funded project entitled "Support to Agricultural and Food Policy Implementation" (SAFPI) and implemented by WYG International www.wyg.com is looking for consultants to carry out a functional review of the Ministry of Agrarian Policy and Food and so develop an effective operational structure and subsequently implement a programme needed to respond to the new roles and challenges required for implementation of Ukraine’s Strategy for Agriculture and Rural Development until 2020.
Responsibilities
- examining the legal framework of operations, rules and practices that govern functions and relationships within MAPF and its subordinate
entities, as well as between MAPF and other entities
- examining the structures, internal systems and processes, as well as the human, physical and financial resources available.
- examining the skills and capabilities of staff to undertake the tasks designated to them
- identify and assess lessons learned from any earlier work
- analyse the existing functions of MAPF (and subordinated agencies) and all their constituent departments, units, including institutional
objectives, roles and responsibilities in relationship to their legal mandate and planned contributions to the Strategy 2020
- examine the institutional structures, staff numbers, qualifications, work and decision making processes, inter-institutional relations and
coordination, and human resource management practices
