Background 


The project will provide assistance at two levels: at the local level for systematic and inclusive capacity building for all local government administrations, and for organization of public service delivery systems for a more integrated, innovative, transparent, and accountable ways to the benefit of men, women and marginalized; and, operational and organizational support to the Minister of State institution to enable leadership and coordination of this assistance.

Responsibilities 

  - Participate in the inception phase and identify stages and approaches of data collection during the various implementation stages
  - Make a desk review and inventory of potential data sources, data availability and gaps regarding local government activity and local
    governance
  - Identify, in consultation with different stakeholders, especially with the project teams and professionals, the scope of data analysis and
    thus various sets of data required
  - In close collaboration with the gender and environmental experts, identify specific data sets and ensure required data structure is
    sufficiently disaggregated and detailed

Required Skills and Experience 

  - Bachelor degree in statistics, demographics, public policy, international development, education, or related field;
  - Master’s degree in statistics, demographics, public policy, international development, education, or related field is desired.
  - Minimum of 7 years professional experience in a senior position responsible for implementing M&E activities for international
    development projects; experience with local governance projects preferred
  - Proven success in designing, implementing, and operating M&E systems from project initiation to closeout stages
  - Excellent communication and report-writing skills in English and Albanian
