Background
Under the direct supervision of the UNDP/ UNSSIA Programme Manager NPM, and in close collaboration with the Housing Department specialists at the Ministry of Urban Development, the CE will evaluate adequacy of quality of services performed by service providers, interpret and review their reports on need for investments, identify, recommend and monitor corrective and preventive actions. As per the context described earlier, the individual CE’s responsibilities under the supervision of the NPM
Responsibilities
- Perform an overall review of technical proposals prepared by the service providers to assess their quality, comprehensiveness and
completeness as well as gaps to be addressed.
- Review the cost estimates prepared by the companies based on specific technical designs provided by UNDP including the costs
estimates for access to infrastructure (water supply network, waste water system, electrical network), and cost estimates that are
needed for improving the existing situation or connecting the communities with these services, costs for opening and/or paving
neighborhood streets, etc.
- Assess the adequacy of quality of services performed by service providers and recommend and monitor corrective and
improvement actions.
Required Skills and Experience
- PhD in Civil Engineering;
- At least 10 years of responsible supervision experience in areas related to development and implementation of infrastructure
projects;
- Practical experience of working with local public authorities for planning and management of infrastructure projects;
- Previous experience/familiarity with international organizations or funds would be an asset.
- Fluency in both written and spoken English and ability to communicate well is preferable.
