Background
The project will provide assistance at two levels: at the local level for systematic and inclusive capacity building for all local government administrations, and for organization of public service delivery systems for a more integrated, innovative, transparent, and accountable ways to the benefit of men, women and marginalized; and, operational and organizational support to the Minister of State institution to enable leadership and coordination of this assistance.
Responsibilities
- Implement all assigned activities/portfolio to achieve project objectives as envisaged in the project document
- Ensure that a proper monitoring system is in place with regular reporting and control
- Guide and facilitate the team work at both central and local levels while ensuring that processes, frameworks, policies, and plans are well and
systematically captured
- Assure that all contractual obligations are adhered to and ensure that implementation meets project targets
Required Skills and Experience
- Master degree in public policy, development, public administration, municipal governance, or closely related fields.
- Minimum 10 years of professional experience supporting decentralization and local government or related field
- At least 7 years of professional experience at expert level with international organizations and/or public administration in advising local
governments and civil society on good governance issues as citizen engagement and participation, including methodologies for oversight
of local government
- Excellent communication and report-writing skills in English and Albanian
