Background
The project will support the government of Albania through the Ministry of Environment to undertake an initial mercury assessment to identify the national mercury challenges and the extent to which legal, policy and regulatory framework will enable Albania to implement future obligations under the Minamata Convention.
Responsibilities
- Assess existing legislation and identify gaps for meeting the Convention’s and EU acquis/ regulations requirements and prepare
recommendations on the pieces of legislation which needs to be urgently updated and/or drafted for the ratification and further
implementation of the Convention;
- Propose recommendations and/or methodology to ensure reliability of data and analysis on mercury from the national consultants;
- Conduct capacity assessment of the key institutions (state and non-state) to identify gaps for comprehensive management of mercury;
- Conduct capacity assessment of the key institutions (state and non-state) to determine gaps, capacity needs and barriers (legal and
functional) to meet the requirements of the Convention;
Required Skills and Experience
- Advanced University degree in natural sciences, environmental management or related field;
- Proven expert knowledge in developing analytical reports concerning the environment, environmental assessments and policy evaluation
as well as development and interpretation/assessment of capacities of public, private environmental entities.
- At least 7 years of relevant professional experience;
- Proven experience in implementing similar tasks preferably in Albania or the Region with expertise/ knowledge on waste and chemical
related issues.
- Good knowledge on policies undertaken from the EU related to chemicals and Albanian Government related to Multilateral Environmental
Agreements, Conventions in the last 5 years;
- Good knowledge of both written and spoken English;
