Job Description:
Technical expertise is a critical asset in assessing dual use export authorisation requests, not always available enough. This happens especially in countries with a limited or recently developed dual use industry; not to mention countries which can be used only for export purposes. A technical expert from an "Enlargement & Integration" country list could work at JRC ITU NUSEC with the purpose of developing skills and competences useful to support technical analyses to the export control authorities of his/her country of origin. The JRC has internal research activities focused on the so-called “EU dual use control list”, is a world-wide reference integrating controls from all the international export control regimes.
The technical expert could thus at the same time benefit from working in a neutral environment, supporting EU policies, and bring his/her national technical experience, allowing to better bridge to the needs of countries still in the process of integrating with EU best practices. Exchange of experiences and best practices on dual use technical issues would take place both during the stay at JRC and later, providing a useful contact back to the country of origin.
