Background
For the purposes of preparing ratification of the Paris Agreement and the adoption of the Law on Ratification, the first step is to analyze the way in which it will be implemented, in terms of achieving the INDC target. The content of the study should include analysis of mitigation actions and their financial aspects. The study will be developed within the project on Third National Communication (TNC), within the chapter on climate change ??mitigation. Overall, the mitigation chapter will include a broader aspect of the analysis of mitigation activities in the country, including capacity analysis, analysis of mitigation activities in multiple scenarios and an analysis of the implementation of planned mitigation activities.
Responsibilities
- Analysis of data related to the Thermal Power Plant (TPP) “Pljevlja I”, as well as the planned construction of TPP “Pljevlja II”;
- Analysis of data related to the Aluminium Plant Podgorica;
- Implemented and planned projects in the field of energy efficiency;
- Implemented and planned projects in the field of renewable energy sources: small hydro, wind, solar, and biofuels.
- Analysis of data related to the existing and planned large hydropower plants;
Required Skills and Experience
- University degree – electric engineer; mechanical engineer; economist with experience in energy sector. Advanced degree desirable.
- Minimum 10 years of experience in development of similar analysis in the area of energy: energy production, renewable energy sources,
related economic analysis, industry, GHG emissions etc.
- Participation as a developer in similar projects in the areas of energy, environment and economy - at least 2 projects per each area.
- Solid knowledge of the United Nations Framework for Climate Change (UNFCCC), Paris Agreement, National Climate Change Strategy
until 2030 and INDC, Energy
- Fluency in English with good writing, presentation and communication skills.
