Background
Under the overall supervision of the ESERE Project Manager, the qualified expert will be responsible for designing a guideline for implementation, evaluation and monitoring of the Small Grants Programme for Roma and Egyptian civil society organizations, with the view of ensuring effective and sustainable capacities amongst Roma and Egyptian CSOs.
Responsibilities
- Prepare an inception report, including the methodology and work plan with proposed activities and consult it with the Project Manager of
ESERE Project;
- Prepare comprehensive guidelines for the small grants programme for Roma/Egyptian CSOs including: a call for proposals, small grants
evaluation criteria and procedures, small grants implementation guidelines for SCOs, an evaluation and monitoring framework for small
grants implementation;
- Designing user-friendly templates for final narrative and financial reports for Roma and Egyptian CSOs;
- Coach Roma and Egyptian CSOs during the project implementation with the aim of improving their skills in project cycle management,
monitoring and reporting; support the CSOs for the preparation of final narrative and financial reports (for at least 20 small grants in four
municipalities);
Required Skills and Experience
- Master’s degree in social sciences, human rights, economics, development studies, law, or relevant field.
- At least seven years of relevant professional work experience, particularly in the sector of capacity building for civil society organizations
and preferably those representing Roma and Egyptian communities.
- Proven experience on designing, evaluation and monitoring small grants programmes for civil society organizations.
- Previous experience/familiarity with UNDP and / or other UN agencies is an asset.
- Fluency in written and spoken Albanian and English.
