Background
The project will support the government of Albania through the Ministry of Environment to undertake an initial mercury assessment to identify the national mercury challenges and the extent to which legal, policy and regulatory framework will enable Albania to implement future obligations under the Minamata Convention. The project’s objective is to undertake a Mercury Initial Assessment to enable the Government of Albania to determine the national requirements and needs for ratification of the Minamata Convention and establish a sound foundation to undertake future work towards the implementation of the Convention. It will do so by implementing four components as specified in the GEF guidelines (GEF/C.45/Inf.05 paragraph 19), as well as a fifth component on mainstreaming.
Duties and Responsibilities
- Develop a brief overview including an outline, methodology, timeline and framework for the development of the legislative gap analysis for the
Minamata Initial Assessment.
- Assessment of Legislation and policies in regard to the implementation of the provisions of: Article 3, Article 5, Article 7, Article 8, Article 9
- Detailed review of regulatory framework and identification of gaps in management of mercury;
- Development of specific recommendations on adjustments, amendments required in existing legislation;
- Develop the regulatory framework and prepare the legal acts required by MoE for the Minamata convention.
Required Skills and Experience
- Advanced University degree in the law, policy assessment or similar related fields;
- At least 5 years of relevant professional experience;
- Proven experience in implementing similar tasks preferably in Albania or the Region;
- Good knowledge on policies undertaken from the Albanian Government related to conventions in the last 3 years;
- Knowledge of the multilateral environmental agreements such as the Minamata and other related conventions and agreements is an
advantage
- Good knowledge of both written and spoken English;
