Background
UNDP is calling for technical and financial proposals from individuals (‘consultants’) to work in a team to carry out the design, implementation, analysis and validation of a multi-phase research study in accordance with requirements set forth in this Terms of Reference (TOR). The study should be designed with a single integrated research strategy, but it will be conducted in multiple phases with adjustments made as required. The assessment will be conducted in an independent and objective manner, always seeking to obtain quantitative as well as qualitative data. It will take place in selected regions of the country.
Responsibilities
- Desk Review of Justice Providers and Key Informant Interviews (1st field intervention)
- Drafting of sample questionnaires and methodology for field research for quantitative and qualitative results
- National Dissemination (To be decided during the study implementation)
- Provide advocacy and lobby with respective state/judiciary bodies based on the piloted legal aid services provided to vulnerable persons in
contact with two courts in two districts of Albania
- Assessment Team Composition and Management Arrangements
Required Skills and Experience
- Masters degree in law. Post graduate degree will be an asset.
- At least 7 years relevant experience in the legal sector as a lawyer or jurist;
- Experience in law teaching or training preferred;
- Experience in research and analysis in the fields required and in working with government officials and civil society organizations;
- Excellent writing, editing and oral communication skills in English and Albanian is required.
