Background
The project will provide assistance at two levels: at the local level for systematic and inclusive capacity building for all local government administrations, and for organization of public service delivery systems for a more integrated, innovative, transparent, and accountable ways to the benefit of men, women and marginalized; and, operational and organizational support to the Minister of State institution to enable leadership and coordination of this assistance.
Responsibilities:
- Working with the MoSLI and STAR2 staff on the interpretation of legislative provisions and procedural rules;
- Contribute in formulation of legal documents in the field of local governance and public administration as required from MoSLI and STAR2;
- Working with all involved parties to assist them in ensuring the effective and timely operation of STAR2 responsibilities;
- Where required, to assist in formulation of documents for submission to inquiries;
Required Skills and Experience
- Master degree in law;
- At least 5 years of working experience with legal issues related to Local Government;
- Experience in interpreting legislation into practical applications;
- Experience in training and communicating legal requirements and procedures;
- Good knowledge of public sector legal framework and territorial reform in specifics;
- Full working knowledge of English, including very good report writing skill in English.
