Background
The objectives of this assignment are two-fold: to identify the functional requirements of users of electronic services provided by the Central Registry of Business Entities - CRPS is an integral part of the Tax Administration. In cooperation with the Tax Administration (IT Department and Central Registry of Business Entities) and the Ministry of Information Society and Telecommunications, develop situation analysis, legal requirements for providing services of electronic registration of companies, action plan for setting up complete electronic service and relevant budget, responsible entities and timeline.
Responsibilities
- Prepare detailed plan of activities with time-table for the assignment in order to generate most relevant findings and recommendations;
- Initiate meetings with all relevant stakeholders and provide systematized guidelines to key stakeholders on the documents and data needed
as inputs;
- Identify the functional requirements of users of electronic services provided by the CRPS;
- Consider and introduce all comments and suggestions provided by the UNDP, Ministry of Finance and the Tax Administration, and finalize
the document;
- Prepare the Final report.
Required Skills and Experience
- University degree in one of the following fields: economy, law, electro-technical, computer sciences, or a related field; Advanced degree
would be an asset.
- Minimum 10 years of relevant professional experience;
- Previous working experience in developing cost benefit analysis in relevant areas is required, practical experience in analytical and
consulting work would be preferred;
- Knowledge of issues such as relevant legal framework and e-governance in Montenegro and would be an advantage;
- Strong background in research and reporting.
- Fluency in Montenegrin language;
- Fluency in English is required, but not considered essential. Ability to communicate clearly in writing, in both English and Montenegrin.
