Background
The European Union (EU) has a long-standing relationship and cooperation with civil society organisations (CSOs) as well as with local authorities (LAs) in the field of development. It is part of the European Union's (EU) commitment to fight poverty and promote the rule of law and adherence to fundamental freedoms set out in Article 177 (former Article 130u) of the Lisbon Treaty.
Size of grants
For lots 1 and 2:
Any grant requested under Lots 1 and 2 of this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 400,000
- maximum amount: EUR 1,000,000
For lot 3:
Any grant requested under Lot 3 of this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR 100,000
- maximum amount: EUR 300,000
For lot 4:
Any grant requested under Lot 4 of this call for proposals must fall between the following minimum and
maximum amounts:
- minimum amount: EUR 100,000
- maximum amount: EUR 500,000
Eligibility
In order to be eligible for a grant, the lead applicant must:
For Lots 1, 2 and 3:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as: civil society organisations, including non-governmental organisations and independent political
foundations, community based organisations and private sector non-profit agencies, institutions and organisations and networks thereof at
local, national, regional and international level, constituted in accordance with the legislation in force in the country concerned
- be established in a Member State of the European Union or contracting parties to the Agreement on the European Economic Area or in an
ENI partner country
- To be determined on the basis of the organisation’s statutes, which should demonstrate that it has been established by an instrument
governed by the national law of the country concerned and that its head office is located in an eligible country. In this respect, any legal
entity whose statutes have been established in another country cannot be considered an eligible local organisation, even if the statutes are
registered locally or a ‘Memorandum of Understanding’ has been concluded.
For Lot 4 "Local Authorities":
- be specific types of organisations such as: Local Authorities (LA)17 or associations of Local Authorities constituted in accordance with
the legislation in force of the country concerned. LA or LA associations originating from a Member State of the European Union which
propose an action must demonstrate an established and effective partnership with local organisations in Ukraine and
- be established in Ukraine or a Member State of the European Union and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as
an intermediary
