Background
As in other countries, persons with disabilities are not yet fully included in Albanian society, whether in political, social or economic life. In the area of employment, the percentage of persons with disabilities employed is low and most of the work does not require qualifications. Importantly, the Ministry of Education is working to sensitize schools and teachers in order to include children with disabilities into the general education system; however, schools lack basic infrastructure and teachers do not have the requisite training. Attitudes in society, whether people generally or professionals and family members can create barriers to the full participation of persons with disabilities in society. An overriding concern is the invisibility of women with disabilities. Based on Minister’s of Labour Instruction, starting from 2007, statistical information on disability allowances is sex disaggregated, offering the opportunity to analyse normative and policy framework and its implementation as well as to better integrate the gender perspective in policy formulation and implementation. Challenges remain in the area of physical and technological accessibility. The construction environment in Albania represents a series of physical barriers, which hinder the social engagement of persons with disabilities. Town planning rules now make it a legally binding requirement that buildings avoid barriers for persons with disabilities although many challenges remain in enforcing the law and ensuring accessibility not only of buildings and public spaces but also of transport and technology. The Government has approached the UN to seek support for MOLSAEO structures as well as the Inter-Ministerial Working Group on disabilities as Albania moves towards ratification and implementation of the Convention. The UNDP Support Programme on the Convention on the Rights of Persons with Disabilities (SPC) seeks to assist the Government meet its objectives to prepare for ratification of the CRPD. In this framework, the SPC will provide technical assistance to the Inter-Ministerial Working Group to develop an action plan on implementation and awareness-raising on the CRPD as well as assistance to identify relevant costs implication of the action plan and of the draft Disability Act.
Required Skills and Experience
- Master degree in economics or related field.
- Minimum five years experience in analyzing /designing/implementing socio-economic programmes related to social inclusion of persons
with disabilities;
- Experience in designing and conducting training for various stakeholders;
- Experience in data collection, analysis and presentation;
- Experience in providing expertise to governments on promoting disability rights;
- Relevant experience with UN Agencies would be appreciated;
- Relevant experience in Albania would be highly appreciated
- Excellent writing, editing, and oral communication skills in English
Duties and Responsibilities
- Study the national strategies and associate action plans covering disability, social protection, social inclusion and other social areas as
well as the available monitoring reports.
- Establish the draft action plan for implementation and awareness-raising of CRPD.
- Compare the newly drafted action plan with the disability-related parts of existing strategies and action plans;
- Estimate as accurately as possible the costs necessitated for the implementation of the newly designed action plan;
- Design and conduct a training workshop for the IMWG members and other relevant stakeholders on the action plan drafted
for implementation of CRPD and its costs implications.
