Background
A new policy frames EU commitments towards CSOs and LAs. In September 2012, the Commission adopted the Communication “The Roots of Democracy and sustainable development: Europe's Engagement with Civil Society in External Relations” and in May 2013, the Commission adopted the Communication “Empowering Local Authorities in partner countries for enhanced governance and more effective development outcomes” For CSOs, the proposal was an enhanced and more strategic EU engagement with CSOs in Partner countries, with a particular focus on local civil society organisations. It also outlines a new approach to support CSOs with regards to the promotion of inclusive and sustainable growth as well as in social service delivery. The Action subject to this Call for Proposals is also based on the European Neighbourhood Policy Review of 2015 which highlighted a need for a deeper engagement with civil society and social partners and the EU Delegation's Roadmap for Engagement with Civil Society.
Size of grant:
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
Lot 1
- Minimum amount: EUR 300 000
- Maximum amount: EUR 600 000
Lot 2
- Minimum amount: EUR 300 000
- Maximum amount: EUR 750 000.
Eligibility
In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
For Lot 1
- be a specific type of organisation such as: Civil Society Organisation and
- be established in Georgia and/or a Member State of the European Union and/or, the EEA and/or beneficiary countries of the ENI and/or IPA regulations and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
have at least two years of experience working in Georgia or in ENI or in IPA countries at the time of submission of the application.
For Lot 2
- be Local Authority or Associations of Local Authorities from Georgia or from a Member State of the European Union as defined in Annex II.B of the Regulation (EU) No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing a financing instrument for development cooperation for the period 2014-2020
- constituted in accordance with the Legislation in force in the country concerned, and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
