Background


Empowering and activating civil society's contribution to the consolidation of the democratic environment in Kosovo continues to be an important priority. This call for proposals is developed under the Civil Society Facility & Media Programme for Western Balkans and Turkey 2016-2017(CSF), which was introduced in 2008  and proved to be a powerful means to strengthen civil society in the IPA II Beneficiaries.In its strategic documents, the European Commission underlines that there can be no sustainability of reforms undertaken in the EU accession process without active civil society organisations, capable of effective monitoring of implementation of key policies, but also empowering citizens to better understand and get involved in economic and social reforms which affect the quality of their lives. The "Guidelines for EU support to civil society in enlargement countries, 2014-2020"   represent a key document for the programming, reporting and monitoring of the EU assistance to the sector.The Guidelines focus on fostering the development of an "environment that is conducive to civil society activities and building the capacities of CSOs to be effective and accountable independent actors".The EU has been addressing capacity building of civil society organisations through the EU-funded regional action "Technical Assistance to Civil Society Organisations (TACSO )" implemented in the Western Balkans and Turkey since August 2009 under the Civil Society Facility (CSF).

 

Size of grants

 

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

minimum amount: EUR 270,000.00

maximum amount: EUR 320,000.00

 

 

Eligibility

 

In order to be eligible for a grant, the lead applicant must:

be a legal person and

be non-profit-making and

be a civil society organisation and

be established in Kosovo  and

be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and

have a proven background and a minimum of 1 year of experience within the last 5 years in development of civil society (have conducted at least five of either actions or activities mentioned under section 2.1.4).
