Background

Promotion of Civil Society under the Stabilization and Association Agreement is deemed essential in ensuring the widest possible participation of all the sectors of society in the process of European integration. In this context, Civil Society represents an essential element of democratic public life in the effort to comply with the objectives of the SAA. The European Partnership asks the Government to encourage the active participation of Civil Society Organisations (CSOs) in government decisionmaking. However, to attain such involvement further efforts are needed.

 
Eligibility 

In order to be eligible for a grant, the lead applicant must:

- be a legal person officially registered since at least two years before the call is launched,
and
- be non-profit-making and
- be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation5. They may include: non-governmental organizations, CSO associations, CSOs centres, foundations, international (inter-governmental) organisation 6- as defined by Article 43 of the Rules of application of the EU Financial Regulation.
- Be established in7 a Member State of the European Union or in an accession or official candidate country as recognised by the European Union or in Member State of the European Economic Area. This obligation does not apply to international organisations. and
- Be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity (ies), not acting as an intermediary and
- In case that the lead applicant is an organization not officially established in Albania, it must act with at least 1(one) co-applicant that is officially established in Albania. 

Budget 

Any grant requested under this call for proposals must fall between the following minimum and 
maximum amounts:
- minimum amount: EUR 250,000
- maximum amount: EUR 300,000
