Background


The EU provides financial assistance to Montenegrin civil society organisations (CSOs) under the Civil Society Facility (CSF). The CSF, introduced in 2008 , to support civil society financially and technically, proved to be a powerful means to strengthen participatory democracies in the Western Balkans. In its strategic documents, the European Commission has continued to underline the importance of the role civil society actors can play in a participatory democracy and particularly in enlargement countries. The development of civil society remains a key focus of pre-accession assistance. 

Eligibility 

In order to be eligible for a grant, the lead applicant must:
- be a legal person and 
- be non-profit-making and
- be a civil society organisation and 
- be a national of Montenegro  or national  of a Member State of the European Union or the countries covered by Article 10 of the CIR  and 
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
  intermediary and
- be registered at least 12 months prior to the deadline for submission of project proposals and
- have a proven background and a minimum of 1 year of experience within the last 5 years in development of civil society (actions or activities
  mentioned under section 2.1.4).
- For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom
  withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue
  to be eligible, you will cease to receive EU funding (while continuing, where possible, to participate) or be required to leave the project on the
  basis of Article 12.2 e) of the General Conditions of the grant agreement.



Budget

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

• minimum amount: EUR 450,000
• maximum amount: EUR 500,000
