UNDP/ PROTECTED AREA ECOSYSTEMS VALUATION NATIONAL EXPERT

Background:

The Conservation of Biodiversity and Sustainable Land Use Management Project in Dragash is a 3 year project (2010 to 2013) implemented by UNDP and aims at establishment of an institutional framework to enable sustainable development. The four areas of intervention of this project include a) conservation of biodiversity, b) local economic development, c) development of a local sustainable energy strategy and d) the development of capacities within Municipality to ensure the above mentioned framework can be sustained in time.

The challenges of the project refer to providing the Municipality with adequate instruments to promote development, based on conservation of biodiversity, adequate land use management an enabling environment for its communities and a sustainable local energy strategy. Within this framework the Municipal Development Plan (MDP) is a target.
The project will work towards providing the municipality with a complete Municipal development Plan in compliance with existing Kosovo legislation.

Competencies:

 • Strong analytical skills, including policy analysis (inter-sector) are required;
 • Comprehensive knowledge of valuation methods: contingent valuation, hedonic pricing, travel cost method, change in productivity, loss (or
    gain) of earnings, opportunity cost, and replacement cost;
 • Excellent communication and negotiation skills;
 • Team player,able to meet deadlines under pressure.

Required Skills and Experience:

Education:

 • Masters degree in economics or MBA

Experience:

 • 3-5 years of experience (including economic valuation of natural resources and statistical analysis for valuation of natural resources is an
    asset);
 • Public and private sector experience; Experience with multilateral & bilateral donor agencies, international NGOs is an advantage;
 • Willingness to carry out research in and outside Pristina, in the Sharr/Dragash Region.

Languages:

 • Good command of English (speaking, reading and report writing).

Other Selection Criteria:

 • Willingness to learn and apply a new ecosystem valuation methodology
 • Experience in reporting to international consultants
