Background

Participating UN Agencies Team is conducting assessment and mapping of work being carried out by the  Government, civil society, and the current Participating UN Agencies in the area of human security  primarily armed violence prevention that includes weapons control, gender based and sexual violence  challenges in Bosnia and Herzegovina and the results achieved to date within the framework of the joint  UN and individual projects. The assessment is being implemented with the view to potentially  supporting more sustained joint UN programmatic interventions that are country-driven. Bosnia and Herzegovina has signed and committed to align its plans and strategies to address the armed violence  prevention in line with the Geneva Declaration on Prevention of the Armed Violence.  The assessment will be based on the goals, results and indicators set in the UNDAF (United Nations  Development Assistance Framework) cycle. The main aim of the assessment is to a) review ongoing  initiatives and projects, b) review results to date, c) consider the national priorities and plans and d) to adequately identify potential needs for integrated interventions on Armed Violence Prevention and  achievements of Geneva Declaration objectives and resource mobilization needs.

Qualifications


     - An advanced university degree (masters or equivalent) in law, social science,  political or criminal science or related disciplines.
     - At least 10 years experience in areas of relevance to the consultancy mission, to  include:
     - Proven experience in developing strategies, action plans, programme  assessments or evaluations or project proposals;
     - Experience in (human) security and institutional empowerment-related  projects;
     - Extensive experience in generating summaries, analysis, assessments and  reports relating to GBV and HS;
     - Extensive experience in strategic development in security sectors Relevant  working experience in BiH and the region.
     - Excellent command of English  and knowledge of local languages preferable
     - Excellent computer skills (especially MS Office applications) and ability to use  information technology as a tool and resource.

Responsibilities

     - Initial briefing and final debriefing meetings with the UN Participating Agencies Team;
     - Interviews with key relevant Participating UN agencies staff, individually and jointly;
     - Stock-take of key available reports relating to human security;
     - Desk review of key strategic, programme and project materials,
     - Round of consultations with relevant stakeholders;
     - Writing a report .
