Background:
The European Instrument for Democracy and Human Rights (EIDHR) was adopted by the European Parliament and the Council in December 2006. This new instrument takes the place of the European Initiative for Democracy and Human Rights. The entry into force of this specific instrument on 1 January 2007 makes it possible to give financial support for activities to strengthen democracy and the human rights in the world under the 2007-2013 financial perspectives. This support is a long-established element of the European Union’s human rights and democracy policy under its external action and has been built on experience with country based support schemes under the previous EIDHR Strategy Paper 2007-2010 and with micro project facilities under the previous European Initiative for Democracy and Human Rights.
Objectives of the programme:
For this Call for Proposals ,the global objective of the EIDHR Strategy Paper 2011-2013 applying to Croatia is identified as ‘Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation’.
This Call for Proposals has two distinct priorities:
LOT 1: Initiatives supporting activities and capacity building of new or fragile civil society organisations formed by groups whose interests are underrepresented, or otherwise contributing to the empowerment of such groups for instance minority groups , people with disabilities, women workers, children and Lesbian, Gay, Bisexual and Transgender (LGBT) groups.
LOT 2: Actions contributing to reconciliation through the improvement of the transparency and objectiveness of war crime trials and to raising awareness within the public about this issue.
Size of grants:
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
LOT 1
- minimum amount: EUR 50.000
- maximum amount: EUR 100.000
LOT 2
- minimum amount: EUR 100.000
- maximum amount: EUR 300.000
Eligibility:
In order to be eligible for a grant, applicants must:
- be legal persons and
- be non profit making and
- be a specific type of organisation as follows: a non-governmental organisation, public higher education institution, independent political
foundation (not political party), international (inter-governmental) organisations and
- be nationals of a Member State of the European Union, an accession or official candidate country as recognised by the European Union, a
Member State of the European Economic Area, or any other eligible country as defined by Article 14 of Council Regulation (EC) No
1889/2006. This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with their partners and be not acting as an intermediary.
Duration:
The initial planned duration of an action may not be lower than 12 months nor exceed 24 months.
