Key expert Team Leader and Expert in active labour market policy (minimum of 400 working days between June 2012 - June 2014, 95% in Serbia)
The Team Leader shall be responsible for the overall management, coordination and supervision of the project activities. He/She will be responsible for the contacts with the institutional partners and high-level decision makers, the organization of the work of the experts, monitoring of the adherence to the work program and the time schedules, the content of the publications/communications after consultation with the EU Delegation and for timely submission of outputs and reports as specified in the ToR. The team leader will be also the responsible for the coordination of the activities of the current project with the activities with the parallel twinning contract, in particular on the link between NEAP drafting and JAP preparation and local employment policy activities in the twinning project. He/she will also act as the key expert on design, implementation and evaluation of annual NEAPs and will contribute to the realisation of activities under other project results.
Qualifications and skills
- A bachelor degree (where a university degree has been awarded on completion of three years study in a university or equivalent
institution) in economics, management or equivalent discipline or 20 years of professional experience in the field of employment policy or
labour market economics. A master/PhD in economics, management or equivalent discipline is an advantage;
General professional experience
- Minimum 10 but preferably 15 years of experience in the field of employment policy or labour market economics;
Specific professional experience
- Experience in leading teams in the public or private sector or in donor funded projects in one but preferably three projects of similar
duration and complexity;
- Minimum 6 but preferably 8 years of specific experience gained in drafting, implementation and monitoring of national employment action
plans or equivalent employment documents;
- Minimum 6 but preferably 8 years of specific experience in labour market analysis/research or impact assessment of employment policy
measures.
