RS-PRISTINA: IPA — SUPPORT TO THE AGENCY FOR MANAGING THE SEQUESTRATED AND CONFISCATED ASSETS (AMSCA) 2012/S 36-056883

Contract description:                                                                                         Maximum budget: EUR 1.000.000

The purpose of this project is to support the Agency for Managing Sequestrated and Confiscated Assets(AMSCA) in its efforts and actions towards becoming an efficient and fully functioning Agency as per its legal mandate.  Results to be achieved through this project are as follows:

Result 1: organisational and managerial structure of the Agency is strengthened allowing the institution toefficiently and effectively perform its tasks.

To achieve this result, the project will implement activities that would aim at strengthening the organisational andmanagerial structure through establishing internal administrative and procedural rules in line with EU standards,as well as enhancing the Agency's human capacities through provision of specialised training. The project will also organise study visit(s) to an EU country and the region in order to expose the AMSCA staff to the bestpractices in the field.

Result 2: coordination and cooperation mechanisms between judicial/law enforcement institutions and AMSCA are developed, as well as inter-institution/agency information exchange is regulated.

To achieve this result the project will implement the activities that aim at enabling effectively regulated andformalised inter-institutional/agency cooperation mechanisms for information exchange. The project will also implement a joint capacity building programme for all stakeholders involved in the collaboration and cooperation mechanisms in relation to management of sequestrated or confiscated assets.

Eligibility:

Participation is open to all legal persons (participating either individually or in a grouping (consortium) ofcandidates) which are established in a Member State of the European Union or in a country or territory of theregions covered and/or authorised by the specific instruments applicable to the programme under which thecontract is financed. Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme underwhich the contract is financed.
