UNDP/CONSULTANT FOR FISCAL POLICY RESEARCH CONTRIBUTING TO THE PREPARATION OF ANNUAL (2011) AND SEMI-ANNUAL (2012) REPORTS ON THE IMPLEMENTATION OF THE FISCAL DECENTRALIZATION

Objectives:

Objective of the assignment is to assess and analyze the municipal fiscal data of the Final Account for 2011 and the data collected in first half of 2012 and compare the findings with those of the 2010 Fiscal Decentralization Report prepared by the Ministry of Finance, thus providing critical input for preparation of the 2011 Fiscal Decentralization Report and 2012 semi-annual Fiscal Decentralization Report.

Competencies

      • Competencies: Excellent analytical skills and knowledge of Excel.

Required Skills and Experience

     • Academic Qualifications: Master of Science in the field of economics.  PhD is an asset.
     • Professional Experience:  More than 10 years of working experience in the areas of financial and fiscal policy research and analyses
        with excellent knowledge of the country system for financing of the municipalities. Prior experience in fiscal decentralization policy
        research is a plus.

Duration of assignment

The assignment should be completed in the period from 10 March to 15 July 2012. The overall duration of the tasks covered by this ToR has been estimated to not exceed 30 days, including related home/desk-work to review the required documentation and to finalize the reporting.
No travel is envisaged as part of this assignment.
