EDBURGH CONSULTANTS/SENIOR EXPERT - MENTAL HEALTH

Global objective

To support the Ministry of health in achieving its mental health strategy through targeted technical cooperation aimed at capacity building within the field of mental health.

Specific objective(s)

The Consultant is expected to:

    1. Identify skills and competencies gaps for all mental health related staff categories
    2. Develop and conduct a training needs assessment for the staff categories concerned.
    3. Develop a training plan including training methodology, program, calendar, budget,
    4. Develop the project proposal (project fiche)

Qualifications and Skills

    · At least masters degree academic level in medicine or public health or in Human Resources management or at least 15 years of the
      relevant working experience (management, programme management, service delivery) within the field of public health / mental health.

General professional experience

   · Pertinent experience (teaching, team leading, capacity building) within the field of public health and/or mental health (10 years minimum)
   · Human resources planning / management (including workforce management, motivation analysis, leadership and strategic capacities in
     the health sector) in a foreign country in the last 5 years (at least 2 projects)
   · Fluency in English;
   · Excellent English drafting skills

Specific professional experience and skills

   · Education / training of health professionals (curriculum development, vocational and academic training in health, costing and institutional
     aspects of training, continuing health and medical education)
   · Able to read and understand the local language
   · Able to speak and write the local language1
   · Experience in international assistance projects particularly to do with training programmes
   · Academic experience within the field of medicine in particular in the field of mental health
