Contract description:                                                                                 Maximum budget: EUR 1.500.000

The services include technical assistance to the contracting authority in both fields listed below:

  (a) supervision of energy efficiency and retrofit works to existing public buildings to be implemented under  'design and build' works
       contract(s), including defects liability period; and
  (b) monitoring, verification and evaluation (MVE) through energy and cost savings, investment payback period  as well as CO2 emission
       reductions achieved through implementation of the applied energy efficiency measures  in the selected public buildings.

The energy efficient retrofitting works are foreseen to be carried out in 63 existing schools located in different  municipalities and 2 hospitals/clinics in Pristina. The implemented works will focus on improving the thermal  performance of the buildings by installing tighter windows and doors with lower U values, improving the  external insulation of walls and roofs, upgrading existing or installing new heating systems, with more efficient  mechanical systems and controls. Introduction of renewable energy sources, such as solar panels for hot  water production, solar-assisted space heating and cooling systems (where possible), are planned as well.
It is foreseen to improve the users'/occupants' comfort by installing energy efficient lighting systems and  upgrade of existing sanitary facilities. In addition monitoring, verification and evaluation is required following the  implementation of the energy saving measures.

Budget:

Maximum budget: 1 500 000 EUR.

Eligibility:

Participation is open to all legal persons (participating either individually or in a grouping (consortium) of  candidates) which are established in a Member State of the European Union or in a country or territory of the  regions covered and/or authorised by the specific instruments applicable to the programme under which the  contract is financed. Participation is also open to international organisations. The  participation of natural persons is governed by the specific instruments applicable to the programme under  which the contract is financed.
