Overview:

The International Advisor for Kosovo Municipalities will be based in Kosovo and will be responsible for providing technical assistance to one or more Serb-Majority Municipalities and counterparts in the host country. This person will serve as a resource to ensure effective implementation of all activities approved as part of the work plan for the Democratic Effective Municipalities Initiative project (DEMI).

Qualifications:

    •Minimum of 5 years of overseas experience in complex governance programs, including three years in a senior management position
    •Graduate degree in public administration, political science, international relations or related subject
    •Preferably previous experience as a local government elected official or executive
    •Previous experience with technical assistance programs in governance area
    •Strong understanding of political developments in Kosovo and Western Balkans is preferable
    •Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of program participants,
      senior managers, members of Interim Assembly, civil society organizations, and policymakers
    •Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners
      and program stakeholders
    •Proven track record for strong and successful collaboration with government counterparts
    •Experience in results-oriented program design, strategic planning, and program evaluation;
    •Demonstrated ability to work effectively with local political leaders, as well as members of the civic movements.
    •Experience working in coordination with security protocols and providing leadership in implementation of organization security
      standards and practices.
    •Demonstrated experience in mentoring, coaching and facilitation skills
    •Solid monitoring and evaluation skills
    •Ability to live and work in a challenging political environment
    •Strong report writing skills Working knowledge of PC-based word processing, spreadsheet applications and e-mail technology
    •Able to speak, read and write fluently in English is required. Albanian or Serbian languages a plus, but not required.
