Background:
Women Safety and Security Initiative (WSSI) Plus is a continuation of WSSI having the overarching objective to progressively and demonstrably improve the security environment for women and girls in Kosovo. The subsequent phase of the Women’s Safety and Security Initiative (WSSI Plus), launched in 2009 in partnership with relevant national institutions, seeks to address the Violence against Women (VAW) and Trafficking in Human Beings (THB) challenges in Kosovo.
The process of implementing the NSAP-THB 2011-2014 is oriented toward accomplishing the strategic goals and objectives of four pillars: Prevention, Protection, Investigation and Prosecution and, Protection of children against THB. Monitoring and assessment of the NSAP-THB 2011-2014 is an integral part of the strategy and will serve to track its implementation and achieved objectives and assess the need for potential new policies or strategies against THB.
Competencies:
• Strong understanding of Results Based Management principles and Security Sector with focus on THB;
• Ability to perform a variety of specialized tasks related to Results-Based Management, including support to design, planning and
implementation of program, data management and reporting;
• Analytical and strategic thinking / Results orientation;
• Ability to design and manage evaluation processes, including with multiple stakeholders;
• Extensive knowledge of quantitative and qualitative data collection and analysis;
• Good knowledge of organizational policies and procedures related to the position and ability to apply them consistently in work tasks;
• Good knowledge of information technology and ability to apply it in work assignments;
• Good interpersonal skills and ability to communicate effectively, both orally and in writing;
• Cultural, gender, religion, race, nationality and age sensitivity and adaptability;
• Ability to establish effective working relations in a multicultural team environment;
• Learning and sharing knowledge and encourage the learning of others;
Required Skills and Experience:
Education:
- Master’s Degree or equivalent in monitoring and evaluation, developmental or social sciences or related field.
Experience:
- Minimum three years of relevant experience at the national or international level in monitoring and verification, community development work,
capacity building and gender analysis.
- Technical and professional skills in providing management advisory services and hands-on experience in design, monitoring and
evaluation of development projects, data collection and analysis.
- Experience in the use of computers (SPSS, MS Excel, Word, Databases) and office software packages and handling of web based
management systems.
Language Requirements:
- Fluency in both oral and written English, Albanian and Serbian.
Starting Date: 1 May 2012
Duration of Initial Contract : 8 months
Expected Duration of Assignment: 18 months
