Background:
The fight against corruption is a priority for Montenegro in terms of EU integration objectives, and the Directorate for Anti-Corruption Initiative (DACI) the key preventive anti-corruption agency in the country, with an extensive, and expanding mandate: DACI assumed the supporting role for the Commission for monitoring the implementation of national anti-corruption policy.
DACI is tasked with putting together a plan for drafting and adopting the 2013-2014 Action Plan for the Fight against Corruption and Organized Crime. Key information will be distilled from numerous sources such as integrity assessments, public opinion polls, corruption risk analysis, as well as evaluation of past anti-corruption efforts. There is a pronounced need to improve the mechanisms for measuring progress in meeting goals as set out in the Strategy, which is why emphasis is placed on results based management.
Competencies:
- Demonstrates integrity by modeling the UN’s values and ethical standards;
- Promotes the vision, mission and strategic goals of UN/UNDP;
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Ability to lead strategic planning, results-based management and reporting;
- Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback;
- Consistently approaches work with energy and a positive, constructive attitude;
- Demonstrates good oral and written communication skills;
- Demonstrates ability to manage complexities and work under pressure, as well as conflict resolution skills.
Qualifications and expertise:
• University degree in one of the following fields: law, public administration, economy, political science, international relations,
social sciences, Advanced University degree would be an asset;
• Minimum of 5 years of working experience in the field of results based management, specific experience in the anticorruption
area would be an advantage;
• Experience in designing training curricula and delivery of trainings;
• Ability to:
o Express clearly and concisely ideas and concepts in writing and orally,
o Research, analyze, evaluate and synthesize information,
o Conceptualize, plan and execute ideas,
o Work well under pressure and manage conflicting priorities
• Excellent social, communication skills and ability to motivate group work and interactions amongst participants;
• Fluency in English, Montenegrin/Serbian/Croatian/Bosnian would be an advantage;
• IT skills including word-processing, database applications, presentation software and use of internet.
