Background:
Promoting security and stability in the Western Balkans is a multi-dimensional challenge that requires an integrated approach that promotes regional cooperation, and which is based upon regional coordination. The threats to security are associated with the uncontrolled proliferation and illicit trafficking of small arms and light weapons (SALW), the need for enhanced stockpile and munitions, management, and others. Security and stability will be enhanced through the professionalization and reform of the military and police forces, and by concerted effort to mitigate risk associated with man-made and natural disasters.
