EPRD/PREPARATION OF TERMS OF REFERENCE AND TECHNICAL SPECIFICATIONS FOR THE IPA 2011 PUBLIC FINANCIAL MANAGEMENT PROGRAMME FOR BOSNIA AND HERZEGOVINA/JUNIOR ICT EXPERT (PFM, B&H)

Project description:

The specific objective of this assignment is to assist in the project preparation phase by studying the project fiche, interviewing beneficiaries and assessing the needs on the ground to confirm the requirements spelled out during the programming phase. Those findings should be translated into draft Terms of reference and technical specification that will explain how the confirmed requirements will be addressed through the IPA 2011 intervention.

Job description:

Draft Technical specifications of ICT equipment for the construction of a single database of public revenues in FBiH, and treasury and debt management, respecting the PRAG format for technical specifications supported by a brief market research. The format of the market research will be handed in to the successful bidder.

Qualifications:

Qualifications and skills of the junior expert:

   - Education at Academic level in the areas of Information Systems, Computer Science or similar technical field, or equivalent professional
     experience of 5 (five) years above the general professional experience duration fixed below

General professional experience

    - At least 3 years experience in the area of ICT

Specific professional experience

    - Experience with development of technical specification and terms of references for information systems
    - Experience related to information system design and ICT needs assessment

Language skills

Fluency in English is mandatory; fluency in the local language will be considered an asset.
