Specific objective(s)

The specific objective of this assignment is to assist in the project preparation phase by studying the project fiche, interviewing beneficiaries and assessing the needs on the ground to confirm the requirements spelled out during the programming phase. Those findings should be translated into draft Terms of reference and technical specification that will explain how the confirmed requirements will be addressed through the IPA 2011 intervention.

Required outputs

     • Draft Terms of Reference for the project "Strengthening the Treasury System" and "Database of Public Revenue", using the PRAG
        format for terms of reference for fee-based contracts
     • Draft Terms of Reference for the project of "Strengthening Public Debt Management Capacity", using the PRAG format for terms of
        reference for fee-based contracts

Qualifications:

Qualifications and skills of the senior expert:

      - Education at least Masters Degree Academic level in the areas of public financial management, macroeconomics, accounting, statistic,
        or similar, or equivalent professional experience of 5 (five) years above the general professional experience duration fixed below.

General professional experience

      - At least 10 years experience in the areas of public financial management, treasury system, accounting, statistics or similar

Specific professional experience


      - Experience with preparing projects and/or drafting ToRs in the area of PFM
      - Experience with international organisations or donor-funded projects

Language skills

Fluency in English is mandatory; fluency in the local language will be considered an asset.

Project period:
    April-May/Mid-June
Duration of assignment:     15WD
