EPRD/STRENGTHENING CAPACITY IN BIH FOR HUMAN RESOURCES DEVELOPMENT/ST SENIOR EXPERT FOR LIFELONG LEARNING

Project overall objective

To strengthen staff capacities and increase efficiency of labour market through institutional and strategic development of the concept of life long learning, based on relevant statistical data in order contribute to the overall development of society and promotion of economic and social cohesion.

Project purpose

     1. To enhance institutional, strategic and legal framework for adult education in the context of life long learning.
     2. To advance evidence based planning of educational policies through improvement of system Of educational statistics in order to meet
         international standards and requirements (OECD, EUROSTAT, and ILO)

Job description:

The expert in LLL will assist the project team in managing and successful implementation the process of the development of the document Strategic Platform for adult education in the context of lifelong learning in Bosnia and Herzegovina 2014-2018, with action plans at the level of BiH, entities and Brcko district BiH as well as of the document Framework law on adult education in the context of lifelong learning in Bosnia and Herzegovina.
In close collaboration, communication and consultation with key experts of the project team and the engaged short-term expert in strategic planning and legal expert, the expert will provide the necessary expertise in the relevant area and will provide a professional assistance and support to the Working Groups (WGs) in developing of parts of the Platform document and Framework law, related to his/her area of expertise.

Qualifications and skills:

     • A University degree in an appropriate discipline or higher training qualifications
     • Excellent training design and delivery skills
     • Good analytical, negotiation and communication skills
     • Fluency in spoken and written English and excellent reporting abilities
     • Flexibility and ability to work in a team
     • Excellent command of the official languages of BiH

General professional experience

    • At least 10 years of professional experience
    • Excellent knowledge and proven experience on lifelong learning and adult education policy and its implementation
    • Sound experience in project implementation and facilitating workshops.
    • Good general all round experience in mentoring and coaching
    • In depth understanding of the background to human resources development
    • Ability to conduct workshops in a highly professional context as a team or as a single facilitator

Specific professional experience

    • In-depth knowledge of EU documents/standards in the field of lifelong learning and adult education, and other international documents
       as well as documents and practices of countries in the region
    • Excellent knowledge of the constitutional, legislative and institutional framework in BiH, a broad understanding of the reform process in
       BiH at the intersectoral level and in the context of European integration as well as a good understanding the current state of adult
       education in BiH

Project period:     from 01.04.12 up to 01.08.13
